    Prime Minister and President.

Just seen some of the news coverage of the awful quake out in China.
The PM and President of China met each other in the province where it happened.

Got me thinking. Russia also have a PM and a President.

Whats the difference? Who does what? Which one outranks the other? Why have both?

All modern democracies have the same general set-up, i.e., a lower house, an upper house and a head of state. The President is the head of state and the PM is the head honcho in the lower house. In Russia and the USA, the President does the job we would associate with our PM. In France and Israel the PM does pretty much the same as ours while the President goes around glad-handing and doing photo shoots.

Just variations on a theme, that's all.
