As Stephen Jones says it's all posturing by the RFU, control of the game in England is gradually slipping away from them, this is just one of their last gasps to retain control. One of the biggest problems with the game in England today is business men getting involved and trying to make a fast buck out of Englands success at the last world cup. If it had been properly managed by the right people then it could have led to a blueprint for English success for many years to come. However the likes of Francis Baron, a businesman, was drafted in to run the RFU, he has run it like a business, with a mind only on profits, and there has been little or no consultation with the clubs and grass roots rugby. If the battle over control of rugby in this country continues then the clubs will win, ultimatly though the biggest losers will be rugby itself and the fans.
