What do you guys think. Would the ‘alleged’ massacres happened if the US had signed the 1998 Rome Statute to establish an International Criminal Court (ICC)?

Since when have the Americans signed anything that would mean they would have to change thier ways. They are a law unto themselves and always have been. Do they really think ethical training and core warrior values will make a difference - they tried that in Vietnam.
